Subj: new flag poles in NOB HILL pkg lot?

Does anyone know about the new flag poles in the nob hill pkg lot (close to blockbuster)?

Some electrical boxes installed next to blockbuster say "cingular" so I am assuming these are cell phone towers?

Who approves this kinda thing?
